WHAT IS IT?

The cédula de extranjería is Colombia's foreign resident identification card. It's the equivalent of a national ID for non-citizens and unlocks full access to Colombian services—banking, phone contracts, and unrestricted sportsbook registration.

You need a Colombian visa first. The cédula de extranjería is issued to visa holders—you can't get one on tourist status.
